I'm thinking about trying to scale up to near 24"x24" because that's how large my vacuum forming table is. I may end up designing and building something like this with my robotics team. Therefore it would be free (at least as far as my pocket book is concerned).
As far as the 3d models go, there are two ways I've seen that look good. I'm sure you are familiar with the ones that are provided by some talented artists.

The second way is to laser scan a model of some sort. Could you imagine scanning a toy and scaling it up or better yet, scan the "gentle giant". I was amazed to see the base software here is free.
